Established under the Navodaya Vidyalaya Samiti, an autonomous body under the Ministry of Education, Government of India, JNVs aim to identify and nurture the potential of students from rural areas and provide them with a conducive learning environment. The primary objective of JNVs is to ensure that students receive a high standard of education, enabling them to compete on par with their urban counterparts.

Admission to JNVs is conducted through a national-level selection test called the Jawahar Navodaya Vidyalaya Selection Test (JNVST). The test is open to students studying in the 5th standard, and selected students are provided free education, including boarding and lodging facilities, for their entire duration of study in JNVs.
